Annertech is a leading Drupal Certified Platinum Partner based in the UK and Ireland. With nearly 20 years of dedicated experience in the public sector, Annertech now partners with local authorities and other stakeholders to build digital services that are accessible, resilient and focused on the needs of citizens.
Their work spans some of the largest councils across both countries, including:
- UK: Essex County Council, Haringey Borough Council, Solihull Metropolitan Borough Council and Luton Borough Council.
- Ireland: Dublin City Council, Cork County Council, Tipperary County Council (the site of Ireland's first LGD launch), Galway County Council, Limerick City & County Council and Carlow County Council.
A deep commitment to LocalGov Drupal
Annertech has been at the heart of the LocalGov Drupal (LGD) movement since its Beta phase. The team didn't just join the community; they helped build its foundations by leading the rewrite of the frontend base theme.
In 2025, this commitment was further recognised when Annertech was awarded the LocalGov Drupal developer contract, providing lead development support to the entire LGD project.
How the team supports councils
Annertech provides a team of LGD specialists who understand that a council website is more than just a CMS, it's a vital service hub. The agency's expertise includes:
- Migration and onboarding: Moving legacy sites (including those running on Jadu and WordPress) to the modern LGD platform.
- Multilingual expertise: As the lead developers of the LocalGov Multilingual module, Annertech ensures compliance with the Irish Language Act, the Welsh Language (Wales) Measure, and meets the diverse community needs of UK councils.
- Microsite management: Helping councils manage "fleets" of smaller sites (such as Love Essex) from a single, cost-effective codebase.
- Accessibility first: With team members serving on the LGD Accessibility Governance Group, Annertech ensures every site meets WCAG 2.2 AA standards by design.
At Annertech, there is a deep belief in the 'Build to Share' philosophy. The team has seen first-hand how it has transformed digital service delivery in Ireland, and they are thrilled to see those same collaborative principles saving time and money for councils across the UK. It’s about creating a public digital asset that belongs to everyone.
Why councils partner with Annertech
Annertech helps councils move away from expensive "vendor lock-in" towards a shared, sustainable future. The benefits for its clients are clear:
- Significant cost savings: By reusing pre-built, road-tested features, authorities can save up to 80% on development costs.
- Faster speed to market: Best-practice websites can be launched in months rather than years.
- Proactive security and support: As the only Platinum Drupal Certified Partner in the LocalGov Drupal supplier list, Annertech provides enterprise-grade hosting and proactive monitoring to keep services running smoothly.
Carlow County Council: Giving back to the LGD community
Carlow County Council’s digital transformation was rooted in the "build to share" philosophy. Rather than creating a bespoke solution for their own use, they wanted to give back to the LocalGov Drupal (LGD) project by contributing features that benefit the wider community.
Working with Carlow, we identified a statutory challenge faced by all Irish local authorities: the legal requirement to publish planning application results every week. By funding the development of the weekly planning notices extension, Carlow solved this problem for themselves while providing a ready-made tool for every other council in Ireland.
This feature creates a dedicated content type and an automated list, making it easy for citizens to filter notices by year and week number. It’s a perfect example of how one council's investment can improve digital services for an entire country.
"Annertech's goal is to ensure that no council has to solve the same problem twice. By contributing thousands of hours back to the LGD codebase, the agency ensures that an innovation for one council becomes a benefit for all."
Custom features for a transparent council
Beyond the shared codebase, Annertech developed several bespoke solutions tailored to Carlow’s specific needs for transparency and engagement:
- Council meetings & minutes: A robust solution for democratic transparency. Constituents can now easily browse agendas and download minutes. The system allows for separate documents per minuted item, all sortable by year or district.
- Management team & councillor directory: To bridge the gap between decision-makers and the community, we built a dedicated directory. It allows citizens to quickly find their public officials and access direct contact details.
- Streamlined job vacancies: We created a simplified, user-friendly recruitment area that displays current openings, job titles, and closing dates with integrated application forms.
These efforts in innovation and collaboration did not go unnoticed. Carlow County Council was named a finalist in the Irish eGovernment Awards in the Local Government – a testament to the project’s success in using open-source technology to deliver high-quality, integrated public services.
